David Ferguson, CEO +

David Ferguson is the founder and CEO of OakTree Enterprise Solutions, Inc. Mr. Ferguson manages multiple large to mid-size enterprise management deployments and oversees the creation and tracking of project schedules, budgets, and management of internal as well as third party resources. He steers OakTree Solutions's business through direct oversight of proposals and statements of work for professional service activities. Mr. Ferguson has an unwavering focus on closed-loop management process and practices, and sets the standard of exceeding customer requirements.

Mr. Ferguson has held leadership positions at Lockheed Martin, Computer Associates, and Electronic Data Systems. He holds a Master of Science degree in Systems Engineering from Virginia Polytechnic Institute and State University, and a Bachelor of Science in Engineering, with a specialization in Electrical Engineering, from Duke University.

Larry Carver, Executive Vice President +

Mr. Carver brings over twenty-five years of business and technology management experience working with Fortune 500, medium, and small size enterprises providing business & IT strategy and technology implementation services to the Federal government. Mr. Carver is known as an individual who achieves results. Mr. Carver has a BS in Computer Science and is a veteran of the US Army. Mr. Carver’s 10 years of military service trained him to lead. Follow or get out of the way when needed.

Mr. Carver’s background includes:

Tony Stephenson, VP of Sales+

Tony has been with OakTree since 2006. Prior to joining OakTree Tony was with CA for 7 years where he held positions in their customer service organization as Director and also as a Mainframe Software Sales Specialist calling on the Dept. of Defense.

As the VP of Sales for OakTree, Tony takes pride in the steering of the Sales and Business Development of OakTree’s flagship solution (OakTree Navigator) and partners with other strategic software vendors such as CA to ensure a positive and productive experience with OakTree’s clientele. With more than 19 years IT experience calling on commercial, federal, and state and local clients, Tony brings a customer focused approach to the business and offerings of OakTree. He leads his team to promote the highest standards of excellence in working to achieve the goals of OakTree’s customers/partners.

Rachel Sutler, Proposal Manager +

Rachael Sutler has been with OakTree Solutions since May 2006. She began her career at AOL in 1998 and moved into Federal contracting in 2002. She has since held positions of leadership at 8(a) and Service Disabled Veteran Owned Small Business organizations. She has managed projects at NASA, DLA, HHS, and Marine Corps Base Quantico and managed winning proposals with over 27 subcontractors. Mrs. Sutler holds a bachelors degree from the University of Virginia.

As a project manager, Mrs. Sutler’s focus is on customer service, meeting client expectations, and quality control. As OakTree Solutions’ proposal manager, Mrs. Sutler is responsible for the management and delivery of winning proposals.
